Minkoenergo refused to give a positive conclusion to the EIA "AMKP" of construction of the "III map" tailing

Minkoenergo took into account the remarks of the SPKR and other public organizations and refused in a positive conclusion with EIA «ArcelorMittal Kryvyi Rih». The company must carry out an additional assessment of the impact on the environment of construction of the “3RD map” tailing field-a new part of the tailing vault “Od’yednane” in the south of Krivoy Rog.

Thus, the company has no right to start the construction works. Instead, there should be a number of additional studies that will allow assessing the impact of the planned activities on soils, atmospheric air, water environment, including Ingulets River and groundwater.

The Ministry took into account the observations of the SPKR on manipulative information on air pollution. The planned activity is already being observed over the excess concentrations of pollutants and the additional load is assumed. In addition, all sources of emissions were not taken into account in the report. In the additional procedure, “AMKR” should conduct a comprehensive study of the impact on air, taking into account all existing and newly created sources.  Industrial enterprise also recommended to provide a program of ambient air rehabilitation.

The enterprise was obliged to provide the results of hydrogeological researches. Of these, it will be clear how the new construction affects groundwater. Already on the territory there are flooding and zsoling wells in the nearest settlements. The information provided in the report is not visible, or the planned activity will worsen. In the additional evaluation, the AMKR should prove that the planned activity will not significantly worsen the situation or provide additional measures to reduce the negative impact. This was emphasized in his remarks by the SPKR.

We insisted on additional compensatory measures: greening of the lower tiers of the tailing, buffer zone, and dust absorbing protective canopy. The Ministry require “Arcelormittal” to provide for such compensation measures and to give the scope and duration of their implementation.

Thus, the company expects a new procedure for environmental impact assessment. This time it should be undertaken more responsibly and subject to all legal norms. We will carefully study the next report.

Rejection of a positive conclusion for “Arcelormittal” proves that public control during the EIA works.
