“Enough to Labor Krivoy Rog!” participates in the lawmaking process. We work in a working group on developing a bill “on ambient air protection”. It also includes scientists, local MPs and officials, as well as environmental activists of local organizations. Yesterday, on 27 February, in Krivoy Rog passed its first meeting. Discussed the basis of the document. In the plans, instead of making changes to the old law of 1992, write a completely new and modern. We have expressed our vision of the compulsory things that should be in a future document.

We suggest you enter:

📍 differential environmental tax. That is, emissions within the legislatively established norms are taxed at some tariffs, exceeded (delayed ecomodernization, etc.) – for increased. And the more significant the excess is – the higher the fees. This will be true for the Hromada and for business, which thus will stimulate invest in the ecomodernization of its productions.

📍 redistribution of interest in the ecological tax between the state, local and regional budgets. Funds are needed exactly where the environment and health of the inhabitants are applied.

📍 gradual equipment of all major sources of emissions by stations online monitoring their parameters. The results of measurements should be transferred to the controlling state structure, not just to remain in the run of enterprises. This will allow to know the actual state of emissions and respond promptly to violations.

📍 to develop a new approach to the inventories of emission sources. Now they do private firms to order enterprises, which gives grounds for the emergence of conspiracies and corruption risks. Therefore, we proposed in the new law to prescribe an algorithm that will be more transparent. Clear differentiation of all sources of pollution will allow to assess the real damage that will be applied.

In addition, representatives of our coalition stressed that simultaneously with the release of the new law, it is necessary to elaborate and implement all necessary bylaws, so that the system will work correctly.

We also propose to introduce the transitional period in a few years to reduce the pressure on the business and give it opportunities to carry out necessary modernization and retrofitting. But the transfer terms will no longer be!

Of course, the new law must be consistent with other new and current regulations.
